The 2024 EPBD introduces the concept of zero-emission buildings (ZEB) as the mandatory standard for new construction — requiring buildings to produce no on-site carbon emissions from fossil fuels and to meet minimum energy performance thresholds.
The Directive also mandates Digital Renovation Passports for existing buildings undergoing major renovation, and requires member states to establish national building renovation plans targeting the worst-performing building stock first.

All commercial buildings must have valid EPCs for sale or letting. The renovation passport requirement will apply to non-residential buildings undergoing major works.
New residential buildings must meet ZEB standard from 2030. Worst-performing residential stock (EPC F and G) must be prioritised for renovation.
Public buildings must meet ZEB standard for new construction from 2028 — two years ahead of the private sector deadline.
