EPBD Article 9 transposition gap widens in Southern EU member states
Five EU member states have yet to enact national legislation implementing Article 9 zero-emission building requirements ahead of the 2028 public-sector deadline. Projects contracted in those jurisdictions now carry delayed-approval risk. Engineers working on cross-border programmes should document compliance scope explicitly in SoW language. NIS2 enforcement notices issued to three UK-equivalent-scope OT operators
EU member-state authorities issued the first batch of formal enforcement notices under NIS2 Article 32 to OT-heavy operators in the energy sector. Penalties range from €200K to €2.1M. UK organisations with EU operations should note that NCSC has indicated parallel enforcement intent under the equivalent Network and Information Systems Regulations. Review OT asset inventories now.

UAE Fire and Life Safety Code Amendment — FLS-2026-04 in effect
DEWA and Dubai Civil Defence have co-published amendment FLS-2026-04 affecting suppression system specifications in data centres above 5MW IT load. The amendment aligns suppression agent requirements with NFPA 2001 (2022 edition). Projects in design phase should confirm alignment before schematic design freeze.
